Are refunds based on the value of the gift card/phone refill or the currency/token?

When you choose to receive a refund in cryptocurrency to your wallet, we process the refund in the value of the cryptocurrency used for the transaction. Refunds are not based on the value of the gift card (USD, EUR, BTC, etc).
